Exhausted election officials announced the outcome of the nine-day recount of the hotly contested Berkeley mayor’s race: Loni Hancock is still the victor. The numbers had changed but the outcome remained the same, said Deputy City Clerk Renate Tubman. Hancock led the final tally with 17,671 votes to 17,607 votes for challenger Fred Weekes, she said.
