The EUROPEAN COMMUNITY sent two environmental experts to Saudi Arabia to coordinate the response of EC nations to the massive oil spills in the Persian Gulf, officials said in Brussels. FRANCE’S new defense minister, Pierre Joxe, went to Saudi Arabia to reassure French troops there that they have the full backing of the government. SPAIN’S foreign minister, Francisco Fernandez Ordonez, said he will visit Arab North African states next week to discuss the war. In the SOVIET UNION, the Soviet Communist Party called on President Mikhail S. Gorbachev to launch a fresh political initiative to end the war. A deputy foreign minister is flying to Tehran today to discuss Iran’s peace proposals.
