The federal government gave its final approval to one of the nation’s costliest road-building projects, a $5-billion highway and tunnel designed to ease Boston’s downtown traffic. Massachusetts Gov. William F. Weld launched the Central Artery-Third Harbor Tunnel Project when he accepted the federal Department of Transportation’s “record of decision” during a South Boston ceremony. The document ends the environmental review process.
