Girl Scout Bus Accident

I never could understand why school buses don’t have mandatory seat belts, just like automobiles and airplanes.
The terrible school bus accident near Palm Springs makes me wonder how many lives could have been saved and injuries reduced had all occupants worn seat belts. It seems logical that in a bus, which rolled down an embankment, seat belts would have kept the occupants from being thrown around.
Furthermore, the fact that pieces of window glass were found under the skin of some of the girls indicates that the windows were not made of safety glass, as is mandatory now in automobiles and even sliding glass doors.
Isn’t it time that school buses be required to be made at least as safe as ordinary automobiles?
