Mariposa County’s welfare director has been charged with misusing public records by telephoning female welfare recipients for lewd and lascivious purposes. William L’Heureux was accused of two misdemeanor counts of using records to obtain telephone numbers of women on welfare, Dist. Atty. George Griffith said Friday. A third count charged use of a false name for lewd and lascivious purposes, but Griffith said he would not classify the telephone conversations as obscene. L’Heureux has been suspended from his post as head of Mariposa County’s Human Services Department.
