Baldwin Park : Video Highlights Blight

Ralph Miller, a Baldwin Park video buff, treated the City Council on Wednesday to a five-minute taped montage of garbage-strewn city streets, weed-filled parking lots and abandoned furniture and junk cars.
Set to the soundtrack from the epic film “The Ten Commandments,” the dramatic footage--edited from six hours of tape--was intended to persuade the council to hire a code enforcement staff and clean up the city, Miller said, explaining that he is “tired of seeing the city turning into a ghetto.”
Afterward, the council asked City Manager Donald Penman to address the code enforcement problem at its next meeting, Sept. 18.
