More than two-thirds of elementary school science teachers lack adequate preparation, and more than 80% of math instructors are deficient in their subject, according to a report issued by the Carnegie Commission on Science, Technology and Government. Teachers, the panel concluded, are more to blame for poor math scores than students. The panel recommended creating model schools for math and science training and setting up programs to spread their methods nationwide.
