BACK IN BUSINESS: The state giveth, and the state taketh away. . . . In May it chose the Orange County Sexual Assault Network for a $70,000 project for Southeast Asians. Then it cut the group’s state funding by, you guessed it, $70,000. Now United Way is offering $16,000 to get a scaled-back project under way. Why the private emphasis? “Because of the language barrier, this community is not comfortable using police or other traditional avenues,” a spokeswoman said.
