* Wayne Blair has been appointed vice president of finance and chief financial officer of Satellite Technology Management Inc., a Costa Mesa manufacturer of satellite-based communication systems. Previously, Blair was corporate controller and chief accounting officer at Basic Four in Irvine. He has also held financial management positions at Data Computer Systems and Peat Marwick.
