WORLD IN BRIEF : PERU : Fujimori Schedules October Election

President Alberto Fujimori called Oct. 18 elections for a Congress that would write a constitution, paving the way for a return to democracy nearly two months after he seized near-dictatorial powers. In a televised address, Fujimori also said there would be a referendum after the consitutional assembly finished its work. The president dissolved Congress and closed the courts April 5, saying they had thwarted his efforts to fight leftist guerrillas and drug traffickers. The new Congress would have legislative powers as well as authority to write a constitution.
