Pasadena : Council Gets Districts Map

The Redistricting Task Force formally presented its recommended map of new City Council districts Tuesday.

Task force Chairman William Bogaard told the council that, though the plan’s meandering district boundaries may be lacking in “the pretty factor,” they preserved or strengthened the voting power of blacks and Latinos in City Council elections.

“There’s no question that compactness has taken a beating,” said Bogaard, responding to comments by council members about the odd-shaped districts. “But compactness was of much higher importance in the past.”

The 15-member task force was restricted by the federal Voting Rights Act and several court decisions dictating that its highest priority be strengthening the voting rights of minorities.

The council scheduled a public hearing on redistricting at 7:30 p.m. Tuesday at its weekly meeting. Council members will address the plan the next week.
