COUNTDOWN: With 12 days to go before Santa Ana’s “no camping” law kicks in Sept. 2, Kathi Winter and her group, Operation Fresh Start, have raised more than $20,000 to temporarily shelter the homeless now living under tarps in the Civic Center. . . . Winter says $10,000 remaining from the Orange County Bar Assn. will help house 19 homeless, but hundreds more need shelter. “The need is so much greater than we have resources for.”
