MOVING UP: Orange County seems to be on the comeback trail in Money magazine’s ranking of the nation’s 300 best places to live. . . . In the 1980s, it ranked in the top 10 three years running. But by last year, the county had fallen to No. 150. In the magazine’s September issue, the county moves up to No. 89. Who fared better? The top three are Sioux Falls, S.D.; Columbia, Mo., and Austin, Tex. Once again at No. 300: Waterbury, Conn.
