Licensing Officials

Can anyone tell me why each of our elected or appointed representatives in national, state and local government offices, at all levels, should not be required to pass an examination and be licensed for their occupation?
There are strict legal requirements for so many other occupations that require the public to trust a person who performs a service that requires specialized knowledge and training. We place our trust in physicians, lawyers, airline pilots, bus drivers, real-estate agents, etc. Who all require licenses. It seems strange that it is our elected representatives who caused those license requirements to become laws.
I would not expect a license examination to screen out candidates with innate tendencies to cheat (take bribes etc.) but it should reduce the number of incompetents that reach public office.
