PUC OKs Rate Relief Plan for Some Edison Customers: About 17,000 small-business customers who had seen sharp increases in their Southern California Edison electric bills since June will now have the higher rates phased in over three years. In June, the customers began paying a “demand charge” that in theory reflects the cost of maintaining enough equipment to supply those customers’ peak electricity demands. The phase-in, which was proposed by Edison after customers complained, limits the top amount charged until 1996 and introduces a temporary level pay plan to average out annual energy costs.
