From the first minutes of his presidency, the former governor of the provincial Arkansas performed a chain of absurdities. Among the numerous promises of his electoral campaign was one to allow Haitians to emigrate to the United States. Immediately on the beaches of the poor Caribbean Island, shipwrights began to hammer . . . but the President beat a retreat.
America authorized Clinton to make decisive changes. First on the list of reforms was health care. But Clinton turned this task over to his wife, Hillary, who is not an official and who cannot be fired in case of failure. And meanwhile this is the most difficult reform of the new presidency.
