UNOCAL Spillage

Re “UNOCAL Admits Spillage Into Ocean; Guilty Plea Expected,” March 12:
A youth found with some pot in his possession (hurting no one but himself, if at all) winds up in prison.
UNOCAL confesses to polluting leakage spilling into the ocean for the last 15 years, 8.5 million gallons of diluent, and is settling a 36-count criminal complaint for three misdemeanors and a fine of $1.5 million, a pittance for UNOCAL, and of course, no jail time for these white-collar criminals who have known they were polluting our environment.
Is this fair? And don’t tell me about apples and oranges.
