Diversion of FEMA Funds Called Fraud

The conditions in La Conchita are worse than a war zone. And Ventura County officialdom is engaging in psychological terrorism against the residents of this community. So, county Supervisor John Flynn wants to divert almost $300,000 of FEMA funds, earmarked for COPE, to build a dam in El Rio. To me, that is misappropriation of funds and fraud.
That is especially so when these politicians scream that the county is broke and has no money to fund the $300,000 geotechnical study of the landslide and its solutions. They want the residents to fund it. This is like having the victims of a vicious mugger pay for his defense and serve his jail time, while he walks free.
