The Bolsa Chica Foundation has awarded its 1995 scholarship to Huntington Beach High School graduate Katie Roper.
Roper, who graduated with honors, is studying environmental ethics and technology at Humboldt State University.
The $300 scholarship is given in the name of Grace Winchell, who retired last year after many years on the council and on the city’s Planning Commission.
Winchell, also a member of Los Amigos de Bolsa Chica, long has pursued her active interests in both education and the environment.
