The Senate neared passage of an illegal immigration bill that largely coincides with a House version, while avoiding provisions that the White House says would trigger a veto. The measure--which would nearly double the number of Border Patrol agents, restrict public benefits for both legal and illegal immigrants and toughen penalties--could come to a vote as early as today.
