Full-time students age 12 and over can fly round-trip, with one stopover, to more than 30 cities in the continental U.S., through March 31, 1997, for $355 plus tax. The fare, offered through Los Angeles-based STA Travel, carries several restrictions. Travelers must obtain an International Student Identity Card, available for $19 from STA and schools, an STA spokeswoman said. Tickets require three-day advance purchase, are nonrefundable and carry a $50 fee for changes. The offer is not available Nov. 26 to 27, Dec. 1 to 2, Dec. 20 to 21, Dec. 26 to 27 or Jan. 1 to 2. The fare, on USAir, is not good for frequent flyer miles. Among the participating cities are Los Angeles; New York; Boston; Washington, D.C.; Atlanta; Portland, Ore.; and Miami.
