Flood Disaster Declared

WASHINGTON — President Clinton declared six counties in upstate New York major disaster areas Monday because of damage from severe thunderstorms and flooding last month. Clinton’s action, which makes federal disaster assistance available for victims, included Clinton, Essex, Fulton, Montgomery, Schuyler and Steuben counties.
