Project Seeks to Reopen Garfield Avenue Through Mall

City officials have unveiled plans to remodel the downtown business district by reopening an avenue through the struggling Plaza Pasadena mall that connects the Civic Auditorium and City Hall.
Late Monday, the City Council approved formation of a committee of civic leaders to oversee the project that would reestablish Garfield Avenue between Green Street and Colorado Boulevard, closed when the $100-million mall was built a few decades ago.
“We have an opportunity to create a vision,” Mayor Chris Holden said.
The plan calls for the removal of the roof of the “failed” interior mall, where many shops are vacant, and shop fronts moved to face the streets, said City Development Director Bill Reynolds.
Officials for TrizecHahn, the firm that owns the Plaza Pasadena mall, said the city’s proposal is one of several remodeling plans it is considering. The city owns the mall’s parking facilities.
