Veto Vigor: It’s widely believed that the state Legislature gave California cities veto power over secession to thwart the San Fernando Valley’s last cityhood bid. Not so, says San Jose’s lobbyist Roxanne Miller. She should know. Miller spearheaded the change in the law to protect her city from losing territory.
