EDGARTOWN, Mass. — President Clinton plans to nominate Dallas attorney and investment executive Kathryn Walt Hall to be ambassador to Austria, the White House announced Wednesday. Hall, a former assistant city attorney in Berkeley, Calif., is a Dallas civic leader who has been active in helping to build downtown housing. She is executive vice president of Hall Financial Group, an investment firm.
