After failing at its meeting last week to nominate a candidate to fill a vacant seat, the City Council on Thursday will again consider ways to replace Ken Maddox, elected in November to the state Assembly’s 68th District seat. The council has the authority to appoint someone to the seat, even though voters approved an advisory measure in 1990 indicating that they would like the appointment to go to the next highest vote-getter.
