Hong Kong’s main air-cargo operator, Hong Kong Air Cargo Terminals, lifted its embargo on most imports and exports and resumed operations at half speed after 13 days of chaos at the city’s new $20-billion airport. HACTL halted almost all loads July 10 due to technical and logistical problems at its new $1-billion facility when the airport opened this month.
