State Budget Delay

Re the annual budget delay: Year after year the state government refuses to take responsibility for the budget and it is never passed on time. Year after year people complain and the elected officials pass the buck to each other. Year after year the same solutions and excuses are offered.
Pass an amendment or a proposition that would stop all pay and benefits for all elected officials until the budget is passed and signed into law. The lost pay and benefits would not and could not be recovered under any circumstances.
