Assembly Backs Ban of Offshore Drilling

The Assembly is urging President Clinton and Congress to ban further oil drilling off California’s coast. A resolution, introduced by Assemblywoman Hannah-Beth Jackson (D-Santa Barbara), passed by a vote of 48 to 11 Thursday, the 29th observance of Earth Day.
Among local representatives, Assemblyman Tom McClintock (R-Northridge) voted no, and Assemblyman Tony Strickland (R-Thousand Oaks) abstained.
A federal moratorium on new offshore-drilling leases is in effect until 2012. A California law also prohibits drilling in state-controlled waters.
The resolution passed Thursday also expresses support for a bill introduced in Congress by Rep. Lois Capps (D-Santa Barbara) that directs Secretary of the Interior Bruce Babbitt not to grant oil leases in federal waters when a coastal state has banned development in its adjacent waters.
