Robert Duncombe will be recognized tonight by the City Council for attaining the rank of Eagle Scout. Achieving the honor required demonstrating a variety of Boy Scout skills and earning at least 21 merit badges. Only 2% of Boy Scouts receive that distinction, according to city staff reports. The City Council meets tonight in City Hall, 27841 La Paz Road, Laguna Niguel. Information: (949) 362-4300.
