The Capistrano Unified School District Board of Trustees voted 5 to 0 Monday to relocate and upgrade the electrical meter at Niguel Hills Middle School’s ball field, allowing 24-hour access to the new 400-amp meter panel. Access to the meter will be restricted, with the panel inside a patio area.
