Clemency Offer Met by Applause, Anger

Puerto Rico Gov. Pedro Rossello said in San Juan that he lauded President Clinton’s offer to grant clemency to 16 members of an independence group involved in bombing attacks. But the prisoners’ fellow activists were angered by conditions imposed by Clinton. A Clinton administration official said the members of the Armed Forces of National Liberation would be freed if they agreed to renounce violence, refrain from meeting with other independence leaders and obey stringent guidelines barring them from using weapons.
