The City Council recently approved a $21-million budget for 1999-2000. Included in the budget is a $220,000 increase in police spending without additional services, due to rising costs from the Orange County Sheriff’s Department. Expanding the half-time motorcycle officer position to full time will cost the city an additional $62,000. Other projects include the completion of the San Juan Capistrano Gymnasium for $67,000 and new community service activities costing $30,000.
