2 Covinas Tussle Over Car Dealership Move

The city of Covina has filed a lawsuit against its neighbor, West Covina, seeking to prevent it from lending about $4 million to an auto dealer who wants to move from Covina to West Covina.
The lawsuit alleges a $4.1-million loan recently authorized by the West Covina City Council to Hassen Imports violates state laws.
The West Covina City Council approved the loan earlier this month. It would allow Hassen Imports, which is buying Clippinger Chevrolet and Oldsmobile, to move the dealership to a site along the San Bernardino Freeway. Tom Parrington, an attorney for Covina, says West Covina failed to assess the environmental impacts of such a plan.
