The City Council granted a permit at its meeting Wednesday to the Vietnamese Community of Southern California for a Vietnam War Memorial fund-raiser. The Walkathon fund-raiser will take place Dec. 5, beginning 10 a.m., at the Civic Center on Westminster Boulevard. The planned memorial is privately sponsored and will feature a former American and a former South Vietnamese soldier.
