City Council members are expected to have a spirited debate Tuesday over how much of a $7-million budget surplus should go toward the fight against an airport at the abandoned El Toro Marine Corps Air Station.
Finance officials said that Irvine earmarked its original $3-million El Toro fund in a matter of months.
City Manager Allison Hart is recommending that the city put another $2.3 million into the El Toro fund and use remaining surplus for other projects. The $7 million is left over from last year’s $74-million annual budget.
