Uncle Sam may be running another giant surplus this year, but that doesn’t mean it can stop borrowing entirely. The Treasury today will announce how many long-term bonds it will auction next week in its quarterly “refunding.” It’s expected to sell $10 billion each of five-year and 10-year notes and $5 billion of 30-year bonds. The new bonds in part pay off maturing debt.
