City Councilman Norman Z. Eckenrode proposed a six-month moratorium on all construction Tuesday to protect two pieces of land from housing developers. The moratorium would give the city time to update the housing element of its master plan.
Eckenrode believes one of the two sites he seeks to protect could serve as a senior center, a project many residents feel is necessary for the city’s growing senior population.
The proposal led to a heated discussion, with some council members suggesting a moratorium is not warranted. The council decided to keep discussing the issue in coming weeks.
