Dirty Streets

* I come down Los Angeles Street from Temple Street to 7th Street almost every day. The filth and debris on the streets and in the gutters are such an abomination of the way this city should look and be.
I called the Department of Sanitation and was left holding for approximately 10 minutes, and when I told the operator who finally answered, she told me that I was lucky to be holding for such a short time. Our business pays the fashion district a yearly maintenance fee, plus our usual city taxes to keep the streets clean. Where are our taxes going to keep the streets from 2nd Street to 5th Street clean?
I was also told by the operator that we have to know who throws the garbage on the streets and we must call every time we see this abomination. Where are all the city personnel who are supposed to be working for the Sanitation Department?
