Mercy Charities Housing California will ask the Planning Commission to reclassify 1.92 acres on west Lincoln Avenue from commercial to residential on Monday. Mercy Charities is asking for the reclassification so it can build a three-story, 46-unit affordable-apartment complex and day-care center. Current area zoning laws prohibit construction of more than 13 units per acre.
