Senators at Loggerheads Over Emergency Funds

Senate Democrats and Republicans were on a collision course over about $340 billion for the military and emergency funds to respond to the Sept. 11 terrorist attacks.
Republicans said they would fight Democrats’ efforts to add another $15 billion for New York and for homeland defense to the military and emergency spending package, which could force President Bush to try to break a stalemate.
Bush has threatened to veto any emergency spending above the $40 billion that Congress approved after the hijack attacks on the World Trade Center and the Pentagon, which killed more than 3,000 people.
