Why Intervene on Steel but Not on Electricity?

So, our president is “deeply concerned” about the negative impact cheap foreign imports are having on our domestic steel producers [“Bush Orders Steel Inquiry,” June 6].
The remedy he’s proposing is to have the U.S. International Trade Commission investigate and propose remedies to help the industry. This aid could include protective tariffs or quotas.
Riddle me this, Mr. Bush: Aren’t these the same issues we are dealing with in California’s electricity crisis? You’ve told us that competition is G-O-O-D. And, according to you, protective tariffs and quotas (i.e., price caps) don’t make any economic sense.
Sounds like selective politics to me.
