Aid Agency Opens Rapid-Response Base

The U.N. World Food Program inaugurated a $3.5-million rapid-reaction base in Brindisi, Italy, designed to allow the agency to respond to floods, famine and other emergencies within 24 hours.
The base, the first of its kind, was funded by Italy and has already organized aid airlifts to Afghanistan and Mozambique since it began informally operating in June, the agency said.
