Bid to Stop Forest Plan Dealt Setback

The Bush administration dealt a blow to Idaho and others seeking a court order to block a federal rule that would close 60 million acres of forest to logging, saying the parties had failed to show the move would irreparably harm businesses.
Environmental groups said that the administration’s move was an attempt to buy time as it considers whether to kill the rule outright.
Idaho and Boise Cascade Corp., among others, had filed suit in federal court seeking a preliminary injunction to stop the so-called roadless plan from becoming law.
The Clinton administration had issued the Roadless Area Conservation Rule.
