Bond Measure Urged to Upgrade Water System

Utility officials have proposed a $4.6-billion bond measure for the November ballot to upgrade the 68-year-old Hetch Hetchy water system.
The cost would be covered through a series of increases in water rates charged to 2.4 million Hetch Hetchy customers in San Francisco, Alameda, Santa Clara and San Mateo counties.
If the measure is approved as is, the average four-person San Francisco household will see its monthly water bill more than triple from an average of $13.28 to $43.93 by 2015.
