$1-Billion Budget OKd by City Council

An annual budget that includes a $211.4-million capital improvement plan to build parks and gymnasiums cleared the City Council on Tuesday.
The 2002-03 budget of more than $1 billion--up 4.2% from last year--reflects a renewed emphasis on neighborhoods, amenities, services and businesses, officials said.
