Power-Market Plan Expected Monday

The Federal Energy Regulatory Commission will issue a report Monday that lays out its revised plan to create large regional markets for wholesale electricity, the agency’s chairman said. The “white paper” was expected Wednesday.
The report is “not the final rule but our instructions to the staff on how we want the final rule to look,” FERC Chairman Patrick H. Wood III said.
The report is a response to criticism of FERC’s original plan released last summer. Wood said the latest proposal to implement the Federal Power Act was intended to settle differences with state regulators over jurisdictional control of transmission lines and increase the role of independent market monitors.
