Quake Revealed Flaw in Emergency System

December’s earthquake has highlighted a weakness in the county emergency siren system that is designed to warn residents of a radiation leak at the Diablo Canyon nuclear power plant.
Few of the 131 sirens, it turns out, have battery backups, making them inoperable during power outages. Pacific Gas & Electric Co. and county officials said it would cost millions of dollars to upgrade the system.
