Government should share land-value gains

Re “Not in our house,” editorial, Oct. 12
I would easily grant that private landowners should be compensated for potential losses in the value of their property because of the actions of local or state governments. But things like sewage, roads, building military bases and airports increase a property’s value. Let’s allow the government to share in the increase in value brought to surrounding properties then, if it is to be held liable for its decreases.
If the government makes laws that decrease the value, we can do an offset or adjustment. And, if the government improves property values, then let’s say they can assess the owner. The exact percentage could be negotiable.
