The board of directors of Manpower Inc., the world’s largest temporary service company, rejected a $1.2-billion hostile buyout bid by Blue Arrow PLC of Britain. However, Manpower said it would not rule out consideration of a higher offer, adding that it will instead seek to acquire another large company. Manpower’s board, in a meeting in Chicago, unanimously rejected the $75 a share offer, saying that it was “too low.” The Milwaukee-based company operates 1,400 offices in the United States and abroad.
